Dicts mention two senses. E.g. LA ~ 皇帝本人及其兄弟姐妹對皇太后的稱呼；皇帝的兒女對皇后的稱呼。 In your example, it seems to be used in that "imperial child to empress" sense, in fact. And it appears to be a very common sense in usage at Google Books.
