It suggests that 串流 might be a transitive verb, something a company might do, as in "In a first, Disney+ will stream the Oscars show live in parts of Europe." or something a consumer might do, as in "Grab it for $25 and use it to stream your favorite movies and TV shows". In fact, I think it usually functions as a noun or an attributive (corresponding in both cases to "streaming") and that when it (occasionally) functions as a verb, it's more like "to be streamed" (i.e. intransitive).
