Both of these words could be defined simply and correctly as "to take effect", but that wouldn't make it clear to users how they are used quite differently from each other.

Ex.
她无法准确地判别出婷宜的起势,而婷宜却能看出她的!
没错,第二句快结束时,她的连续进攻应该是起效了,成功地消耗掉了婷宜的体力。
