Editor: Thanks, but I believe "mutiny" was added in error anyway.

"mutiny" and "rebel" are spurious because the idiom does not refer to troops turning against their leaders – it's about generalized disorder, not about a rebellion within the army. The components 兵 (troops) and 马 (horses) refer broadly to military forces, not rebellious forces.

當時兵荒馬亂,政府財政困難,沒有餘力去安置他們,

魏晉以降,不時改朝換代,兵荒馬亂,遊俠得以大展身手。
