In Chinese, a verb (translated into English as "to —") can generally function as a noun ("the act of —ing").

For example, 改变 ("to transform") can also mean "the act of transforming" — i.e. "a transformation."

So we (like other dictionaries) typically don't add a separate noun sense when it's just a nominal use of the verb, i.e. a synonym of "the act of —ing." It's considered unnecessary because users are expected to be familiar with that convention.
