So they call 鏽 a "variant" (异体字).

But the reason they call it a variant is not because 鏽 is, or was, less commonly used as a traditional form. Rather, it's because they decided to use 銹 as the basis for simplifying the character. And that is probably because 銹 has FEWER STROKES than 鏽 -- nothing to do with frequency of use.

(鏽 has 13 strokes, excluding the radical 金, while 銹 has only 7.)

Chao's 1940s dictionary lists 鏽 as the primary traditional form. So do Wenlin and Wiktionary:

Wikt ~ 銹 : Alternative form of 鏽 / 锈 (xiù, “rust; to rust”)

As for Taiwan, MoE says 銹 : 「鏽」的異體字。

TP articles have 21 instances of 鏽蝕 and just 1 instance of 銹蝕.

In short, 异体字, as used in PRC simplification documents such as 通用规范汉字表, doesn't mean "variant" in the sense we use that word in cc-cedict. What they mean by 异体字 is "traditional character other than the one we selected to be the basis for the simplified form (规范字)."

In CC-CEDICT, a "variant" is a traditional form that has the same pronunciation and meaning (or at least overlapping meaning) as another character, but is used relatively infrequently.

2) 锈蚀 is a verb:
