But the reason they call it a variant is not because 鏽 is, or was, less commonly used as a traditional form. Rather, it's because they decided to use 銹 as the basis for simplifying the character. And that is probably because 銹 has FEWER STROKES than 鏽 -- nothing to do with frequency of use. (鏽 has 13 strokes, excluding the radical 金, while 銹 has only 7.) Chao's 1940s dictionary lists 鏽 as the primary traditional form.
