Comment: LA says it's a Taiwan term, and also that it usually refers (多指...) to bottom-level police officers. However, I found this
在中正一分局服務7年的楊仁儀員警還記得,

which suggests that it may not necessarily be the lowest rank (?), and also quite a few examples of "基層員警", which perhaps suggests that if you want to make it clear that it's the bottom rank, you should use 基層 before 員警.
