In GB/T 16159-2012 (the official Pinyin orthography guidelines), words are spaced based on their semantic and grammatical functions.

"jiù shì" (就是) – This is a fixed phrase meaning "that is" or "in other words."
"shuō" (说) – Means "to say" or "to speak."

Since "jiù shì" is a complete idea on its own and "shuō" is a verb that follows, they should be written with a space between them.

When to use "jiù shì" and when "jiùshì":

"jiù shì" = "is that" → When explaining something.
"jiùshì" = "exactly" → When emphasizing something.

For example:
* Yìsi jiù shì… → "The meaning is that…" (jiù shì)
* Zhè jiùshì… → "This is exactly…" (jiùshì)

Editor: 就是说 is widely recognized as a lexicalized phrase and its pinyin is written as a single word in nearly all dictionaries.
