Although it translates as "orally transmitted" in contexts like 口傳故事 and 口傳歷史, I think it should be defined as a verb, as it is in most dicts. Like verbs in general, it can function as a noun, as in 透過口傳 ("through word-of-mouth transmission") and 而以口傳作為傳承的工具,...
