Here are the Google results for the three forms: "氾濫" - 9,620,000 "泛濫" - 1,430,000 "汎濫" - 17,300 That suggests that either 氾濫 or 泛濫 is used in about 99.84% of cases, and that usage of 汎濫 is, at least nowadays, relatively insignificant (about 0.16%). There are zero instances of 汎濫 in "Taiwan Panorama" magazine articles: "氾濫" site:.taiwan-panorama.com - 207 "泛濫" site:.taiwan-panorama.com - 101 "汎濫" site:.taiwan-panorama.com - 0 We have 氾濫 as the trad form in the main entry for fànlàn, and, under the revised policy, we include another entry for 泛濫 as a variant with significant usage.
