氾濫 is used a lot more than 泛濫 as the traditional form for fànlàn.

I have several dictionaries published in the first half of the 20th century (i.e. pre-simplification) that indicate either 汎 or 氾 for the "overflow; inundate" sense, while 泛 is defined as "to float; vague; general".

And one modern dictionary (Key) says, in its entry for 氾濫:
"In traditional characters, preferred character for fàn is 氾, 汎 is a variant, and 泛 is non-standard."

In view of the fact that 通用规范汉字表 says
规范字: 泛
繁体字: -- [i.e., 泛]
异体字: 氾, 汎
... it's clear that while TGH's table of variants serves as a guide to simplification, it's not necessarily a reliable guide to the variant status of characters as used in trad texts.
