1) Unlike 烂尾, "unfinished; incomplete" can apply to something that is going smoothly, according to schedule, and will be completed on time.

2) "unfinished; incomplete" could apply to any sort of project, whereas has been predominantly used to describe construction projects:
LA ~ 比喻事情雖到了末尾階段,卻仍無法完成。
例 「爛尾樓」、「爛尾房」、「爛尾工程」。

(although that has changed recently -- e.g. 很多中国家长有望子成龙的心理,但孩子人生路走到青年,无法成龙,却成烂尾 and 在大多数情况下,造成“烂尾娃”的主要原因恰恰是家长本身 )
Diff:
- 爛尾 烂尾 [lan4 wei3] /unfinished/incomplete/
+ 爛尾 烂尾 [[lan4wei3]] /(of a construction project etc) unfinished; derailed (due to critical setbacks)/
