1) When you propose a change to an existing entry, start with "Search CC-CEDICT".
Then, enter 主意. Then, click the edit icon (on the left of the entry).

Then, click the link "Click here to use native CC-CEDICT format instead (both single entries and batches)".

At this point you will get
- 主意 主意 [zhu3 yi5] /plan/idea/decision/CL:個|个[ge4]/Beijing pr. [zhu2 yi5]/
+ 主意 主意 [[zhu3 yi5]] /plan/idea/decision/CL:個|个[ge4]/Beijing pr. [zhu2 yi5]/

You can then edit the 2nd line and submit.

2) Quite a few sources indicate neutral tone ("tone 5"). When we indicate tone 5, you should generally take that to mean that the neutral tone is commonly used, but that original tone is also used by some speakers. You should not take it to mean that *everyone* uses neutral tone.

3) Wiktionary indicates the neutral tone too. Go to the Pronunciation section (in the reference you provided) and click on "More".
You will see this:
