Editor: Which sense of "national" is intended here? "citizen of a particular nation"? 籍 doesn't mean that: 籍 is never a person.

Nor can we form compounds like 籍旗 ("national flag"??)

"National" in that sense is 国, which we have indeed defined as "(bound form) national". National flag is 国旗, not 籍旗.

籍 is a bound form, and with bound forms, users are expected to treat all the compounds as part of the definition in order to get an idea of how it's used in various contexts.
