The example sentence could be translated as "The newly constructed park naturally provided a new source of entertainment for the surrounding residents", where I translated 平添 into "naturally provided" (though "provided" is specific to this sentence and the general definition is more like "naturally added") I don't think it's a bad definition at all, 平添 in this sense has the connotation that something is obtained "for free" or "as a direct consequence", as in, the entertainment or enjoyment was brought about in a way that didn't require additional effort or work.
