It means "naturally" or "automatically". The example sentence could be
translated as "The newly constructed park naturally provided a new source of
entertainment for the surrounding residents", where I translated 平添 into
"naturally provided" (though "provided" is specific to this sentence and the
general definition is more like "naturally added")
I don't think it's a bad definition at all, 平添 in this sense has the
connotation that something is obtained "for free" or "as a direct consequence",
as in, the entertainment or enjoyment was brought about in a way that didn't
require additional effort or work.

For example
>新栽的白杨和初放的花朵给城市平添不少秀色
>正当我们今天以燎原之势,把建设社会主义的红旗迅速插遍全国的时候,
我们来回忆往事,缅怀先烈,无疑会使我们平添更多建设的热情和力量。
