Not an idiom, and construct
It's used as an example phrase in various dictionaries, which I think just copy from each other. But very little actual usage

Editor: It's an example phrase for 俨如 in ACE (1978), defined as "as bright as day", and without any sort of "idiom" label.

ABC copied it and stuck a "f.e." label on it.
Karan copied it into cc-cedict verbatim, then got banned for massive-scale copying.
Feilipu copied it back in, tweaking the last word from "day" to "daylight".
Diff:
- 儼如白晝 俨如白昼 [yan3 ru2 bai2 zhou4] /as bright as daylight (idiom)/
