the verb sense (not commonly used) in the instances of 跟上司狗腿 or 对领导狗腿 should be interpreted as (to be) a 狗腿. to kiss up to isn't fitting here, because we don't say 狗腿领导, right?

Editor: I agree. Used that way, it functions as a stative verb (sth like "sycophantic" or "ingratiating"), not as a transitive verb.
