I think they may be Chinglish or machine translation-influenced lingo. In any case, "constructor" is a rather generic term (= a person or company engaged in the construction business) and I believe it doesn't clearly convey the meaning of 建造师, which Baidu Baike describes as "工程项目管理行业执业资格". Also, I found this: 建造师一般用来做项目经理，负责施工现场管理。 That doesn't sound like an "architect" or a "constructor".
