1st class (or "higher class"), not 2nd

Editor: NA, PLC and NC say "cabin class", which means:
"a class of accommodations on a passenger ship superior to tourist class and inferior to first class."
https://www.merriam-webster.com/dictionary/cabin%20class

Grand Ricci similarly says "cabines de deuxième classe" (i.e. 2nd class cabins).

Kuraishi defines it in Japanese as 二等船室, which, again, is 2nd class.

This is all consistent with your first reference because 較高級 means "higher class", not "first-class".

That leaves only your 2nd reference saying that says it means "first-class cabin".
Diff:
- 官艙 官舱 [guan1 cang1] /second class cabin (on ship)/
# + 官艙 官舱 [[guan1 cang1]] /(dated) first-class cabin (on a ship)/
#
+ 官艙 官舱 [[guan1cang1]] /(old) cabin class; second class (on a passenger ship)/
