That's what is indicated in various dictionaries. GR, for example, has "pirate infâme" (infamous pirate) and "surnom du chef d'une bande de voleurs célèbres" (nickname of the leader of a famous band of thieves). PLC says "notorious robber". NA has "notorious robber/pirate". The sentence 就算我去偷东西，我也要偷成江洋大盗。 suggests, I think, that 江洋大盗 is not just an ordinary thief, but a "master thief".
