obvious meaning

精讲多练是一个完整的概念,他要求既重视讲的作用,又保证练的需要,把讲和练的作用结合起来,发挥师生两方面的积极性。就讲和练的关系说,精讲既为了给多练腾出时间,更为了给多练提供指导。所以,要全面地对待精讲多练:”讲“,要避免注入式、满堂灌、凌空说教、烦琐讲解,但并不是单纯追求讲得越少越好;”练“也不是提倡”题海战术“,多多益善,而是要在精讲指导下求的切实的效果。

I agree it's not an idiom, but I wouldn't necessarily agree with
"obvious meaning". And even if the meaning was obvious, I definitely don't agree
with deleting it. For instance, 红灯 is "obviously" red + light = red light,
but we would still want to keep the word, along with thousands of others in the
dictionary.

"to speak concisely and practice frequently"
I don't think this is worded correctly, which is partly why I don't think the
meaning is obvious. "practice frequently" makes me believe 精讲多练 is something
the student does, but why would a student "speak concisely"? Isn't that
something a teacher should do while they're teaching? After all students
typically listen rather than speak. But then, a teacher wouldn't be one to
"practice frequently". So no matter how I try to interpret it, the definition
just doesn't make sense to me.

Online usage suggests it is a teaching "strategy" as opposed to an action that
a teacher or student would take, for instance
>将过去“填鸭式”的教学方法改为精讲多练,以发挥学生独立思考的能力
Replaced the past “填鸭式” teaching strategy (where students are force-fed as
much information as possible) with "精讲多练" in order to bring out the students'
ability to think independently.

>在教学方法上采用了精讲多练,讲练结合,并和军事、政治、生活等各方面活动多边结合
>又在四年二班的算术教学上采用了“知识归类”和“精讲多练”的办法
>在教学方法上主张“精讲多练”。就是要求教师将基本知识讲清楚、讲透彻,使学生完全理解,
而后再发挥学生独立思考的能力,让学生反复练习,掌握规律,将所学的知识融汇贯通
