is this a real Chinese word? maybe informal abbr. for 懂局势? no other dictionary has included it
------------------------------

Editor: It's in a number of bilingual dictionaries, and I found some usage, so I'll keep it.

PLC says it's a "variant" (synonym) of 懂行, and defines it as "1. know the business; know the ropes 2. competent; experienced".
KEY ~ know the ropes, know what's what
New Age ~ in the know; knowing the ropes

"不懂局 not to understand how things are done; not to be an expert"

An expert (as in chess)"
