Editor: Consider these two examples.

Example 1 (where 無時無刻 is not followed by 不):
這一生無時無刻都在享受父親給他們的愛,...

無時無刻 here means "always".

According to our current definition, it means "at all times; always", since in this example 無時無刻 is not followed by 不.

According to your proposal, it means "at no time; never".

Example 2 (where 無時無刻 is followed by 不):
其實,中共自一九七八年改革開放以來,即無時無刻不在調整其對內、對外政策,

無時無刻不在調整 means "has constantly been adjusting"
Breaking it down, it's
無時無刻 (at no time) 不(not) 在調整(adjusting).

According to our current definition, 無時無刻 in this example means "at no time; never", since 無時無刻 is followed by 不.

According to your proposal, it means "at all times; always".

Summary: In both cases, the proposed new definition gives the *opposite* of the correct meaning. It's as if you were defining 無時無刻不 rather than 無時無刻.
