The first word of your quote, namely 顾念, means "concern". And 眷|眷[juan4] is defined as "關心；掛念" here: https://www.moedict.tw/~%E7%9C%B7 * * * "/variant of 眷[juan4]/"? As a general rule, if "variant of X" is not enclosed in parentheses as a note relating to a specific sense, then it implies that *all* of the senses of X apply. But 睠 doesn't have the "family members" sense, according to dicts such as https://www.moedict.tw/~%E7%9D%A0 Therefore, "variant of 眷[juan4]" needs to be in parentheses, indicating that 睠 is a variant of 眷 *for this sense specifically*.
