2) "respected and prestigious"?

In all your examples, 有头有脸 describes a person, but "prestigious" almost always describes a *thing*, not a person.
- a prestigious literary award
- a highly prestigious university
- prestigious law firm
- prestigious managerial positions
- prestigious trophy
- prestigious brand


3) "having fame AND prestige; respected AND prestigious"

Chengyu often take the form AB-CD, where AB is more or less synonymous with CD. 有头有脸 is like that. But that doesn't mean the best English phrase to translate such a chengyu necessarily mimics that double-barreled structure "... AND ...". In English, such formulations tend to sound unnatural or redundant.
