(Similarly, English dictionaries don't have headwords like "designate as" or "classify as". Instead, they have entries for "designate" and "classify" and "as".) On HSK word lists (and the like) they do include some compositional phrases. In this particular case, it may be because they want learners to know that 定 is not only used in compounds like 決定, but is also used on its own as a verb. If so, including 定为 is a neat way of ensuring that students are aware of that. |
