Editor: As I say, it helps to have examples of usage.
I didn't find many, but the following two, which were in dictionaries, suggest that the pattern is "(people) are crowded together" rather than "(place) is crowded".

- 廣場上男男女女挨肩擦背。
- 逛庙会的人挨肩擦背。
Diff:
# 挨肩擦背 挨肩擦背 [ai1 jian1 ca1 bei4] /(idiom) shoulder to shoulder, back to back; crowded/
+ 挨肩擦背 挨肩擦背 [ai1 jian1 ca1 bei4] /(idiom) to be crowded together/
