The translator who constructed this phrase mistook 'haven' for 'heaven' and might relate it to 购物天堂|shopping paradise.

Editor: I'm not prepared to accept that that's the etymology without good evidence. (By good evidence, I don't mean "somebody on the web said so".)

I can easily imagine someone who is well aware that it's "tax haven" in English, and that "haven" is not the same as "heaven", but can't come up with a nice calque that rolls off the tongue (避稅避難所, for example, is less memorable, and less felicitous in terms of prosody, than the four-character term 避稅天堂), and therefore *chooses* to coin the term 避稅天堂, with 天堂 being *inspired* by the phonetic similarity of "haven" and "heaven", rather than mistranslated through sheer ignorance. (I can also easily imagine that it *was* just an ignorant mistranslation.)

Not that it means a lot, but Wiktionary suggests that it was *not* coined by mistranslation:
"Apparently a calque of English 'tax heaven'."

On the other hand, Wikipedia says 部份傳媒將haven誤作heaven,因而誤譯為「避稅天堂」,但與法文Paradis fiscal字義相同。
