1) 车铃声 = sound of a bicycle bell?
The earliest bicycle bells appeared in the late 1800s, and the early bells made a sound more like "ding ding" rather than "hui hui". Was feilipu sure that 车 here refers to bicycle, a type of 车 that only began to be used in China around 100 years ago? I reckon he was guessing.

That Z webpage says 【玉篇】鈴聲。 Well, there were certainly no bicycles around in the 6th century when 玉篇 was compiled.

2) "of flourishing appearance" is clearly feilipu's very literal translation of 盛貌. It had to be a literal translation because feilipu had nothing else to go on. No examples of usage, for example.

Big dictionaries like GR and HDC mention nothing about the 车铃声 sense, and as for the other sense, HDC says 盛多, and I'm not so sure that means "of flourishing appearance" -- the 多 character would seem to imply abundance.
