"to cancel out a crime" is presumably his attempt at translating HDC's sense #1 (its oldest sense): 诛灭有罪者.

But anyway, 诛灭有罪者 is a sense that is obsolete, afaics -- the only usage I can find is a line from "The Annals of Yanzi" 《晏子春秋》, which was written in the 3rd century BC.
