The current definition ("to elect; to choose") makes it sound like "hold an election and pick the person who gets the most votes".

However,
1) It is clear there was no election held in the following cases:

經夏志清推舉,首先在學院颳起旋風;
"[Eileen Chang's works] only began to create a sensation in academia after the scholar and literary critic Hsia Chih-­tsing drew attention to them."

廣邀各出版社推舉古今中外重要著作,
"[the Eslite Bookstore chain] invited publishers to recommend books ancient and modern, "

「五四主要人物對西方的推舉,不表示他的終極關懷是西方文化,」
"The fact that the leading lights of the May Fourth Movement embraced Western culture does not mean that Western culture was their ultimate concern,"

安德森上任後,還一一詢問公司內部的四十多位主管,請他們推薦自己心目中的最佳總經理人選,結果幾乎每個人都提到黃文丁。一年多後,原本擔任製造部副總的黃文丁,就在眾人推舉下,接任總經理。

2) Quite a few dict glosses suggest that, *in general*, no election is involved, and that 推举 is what one does *after* having made one's choice -- not making the choice itself.
i.e. 'putting forward one's chosen candidate', as opposed to 'choosing a candidate'.

In many cases, though, it seems reasonable to say that 推举 does mean "choose" or "elect".
- 三鶯部落去年被拆後,留下來繼續爭取就地居住權的族人,決定推舉五十多歲的「嘎造」為頭目。
- 一屆120名學生分成4個「里」,推舉「里長」主持「里民大會」,...
- 也投入參與台灣同鄉會的活動,繼而被推舉為總幹事,...
