throw away:
to get rid of something that you no longer want, for example by putting it in a dustbin

... whereas 乱扔 implies NOT going into the dustbin.

"Littering in public places can attract penalties"

Not necessarily littering:
刘先生称儿子平时喜欢捡石头乱扔,被教育后变乖了。
Diff:
- 亂扔 乱扔 [luan4 reng1] /to litter/to throw away/
+ 亂扔 乱扔 [luan4 reng1] /to throw (sth) without due care; (esp.) to litter/
