Forging metal implements involves heating metal, whereas 打製 doesn't necessarily involve heating or metal. It can be a matter of chipping away at a piece of stone, without any heating, as in 打制石器.

The steel used to make bombs is of extremely high quality, so that the knives made from it are especially sharp and durable.
