We decided to use semicolons in definitions some months ago. That makes a difference to how we use labels. But guidelines on labels have not been articulated since then. Off the cuff, here's what I think:

By default, a context label comes first in a definition that has been *updated* (i.e., rewritten to include semicolons where applicable) – although it's possible that other considerations may sometimes override that rule.

"Historical" note:
In the "pre-semicolons era", the guidelines were more complicated, due to the fact that the placement of labels was intended to play a dual role: in addition to indicating context, the labels helped to differentiate senses within a definition.[1] This is a role that has now been taken over by semicolons. However, many entries have not yet been updated with semicolons.

[1] The scope of a label depended on whether it appeared on the left or the right. Labels that appeared on the left applied, by default, to all subsequent glosses until different label appeared, whereas a label that appeared on the right applied to one gloss only.
