I could swear there's a similar English expression but I can't think of it.

Editor: I clicked through to the end of Google's results. They had only 7 pages of results, and almost none of them were examples of usage in context. So it seems pretty rare. HDC only has a single example from 400 years ago, and you haven't provided the context in which you found it. So the evidence is meagre.

I did find these two examples:

夏日本就属于雨季,容易闷热,在雨天的时候更是让人透不过气来,路边的猫提前找好了歇脚的地方,时不时舔一舔自己的爪子,看起来淹头搭脑的样子。

虽强打精神,还是有些难以为继,好在熬着熬着,一整天也就这样过去,上到最后一堂课时,不仅我累得够呛,学了一整天的学生也一个个都有些淹头搭脑。

HDC says it means 没精打采, which C-E dictionaries define as "listless", and that more or less matches the two examples above, and GR's definition, so I'll go with "listless". But I wonder whether anyone is going to need this entry.
