'to arouse' sounds ambiguous
we don't say “一个动员”

Editor: "mobilize; arouse" is the definition in ACE ("A Chinese-English Dictionary" [1978]).
It made its way into both ABC and cc-cedict, probably copied from ACE (or from a dictionary that copied from ACE).

As for the classifiers, I suspect they may have been generated by a flawed script that analyzed a large body of text without being able to correctly parse it, and were added to cc-cedict in a large batch in 2009. If so, the script may have misread phrases like
- 全体职员组成几个动员组
- 无异于是个动员令。
... and concluded that 个 was a classifier for 动员 in these cases.
