Only dictionaries published within the last 15 or 20 years seem to have an entry for it. It was added to HDC as a supplementary entry, with usage examples dated 2007 and 2008. The HDC definition hints at the etymology: 陈诉和请求 (that is, roughly, "to state one's grievance and seek redress") Another sense arose at some point, and I speculate that it came from the Japanese language via Taiwan, as an orthographic borrowing. The Japanese word 訴求 means 広告、宣伝などで、買ってもらえるように消費者に働きかけること。 [Meikyo Dictionary] i.e. "to promote one's brand through advertising." I can find evidence of this latter sense being used in Mandarin, going back at least as far as the early 1990s.
