At least three define it as a verb. E.g., https://www.dreye.com Dr.eye's definition was derived from 《漢英大辭典》, which does indeed have "behave" as one of its glosses. Thirdly, Wiktionary says it's a verb too, but the editor who added the verb sense often copies from cc-cedict. https://en.wiktionary.org/w/index.php?title=舉措&type=revision&diff=42271643&oldid=42267981 Anyway, I can't find examples of 舉措 used as a verb, so I'm going to discount what those three sources claim, and rewrite the definition without any verb glosses. |
