1. It's a verb. Our definition only has noun glosses.

2. "outbreak" implies that there is a spike in the incidence of the disease in the *population*, whereas 發病 simply refers to incidence of a disease -- usually in one person.

Chinese dictionary definitions say 發病 refers to when disease starts in the *body* (e.g. LA: 在體内), not specifically when there is a sudden increase in incidence of the disease in a *population*.
Diff:
- 發病 发病 [fa1 bing4] /onset/outbreak (of a disease)/
+ 發病 发病 [fa1 bing4] /(of an illness) to occur/(of a person) to get sick; to fall ill/onset (of a medical condition)/
