"at a rest" doesn't mean anything to me.
Probably "at rest" was intended.

"calmly" and "safe and sound" "free from worry" is in dicts.

Example for "without qualms":
安然接受双重标准
"[the US] is comfortable with double standards"
(more literally, "without qualms accepts double standards")
(altho I guess you could argue "free from worry" covers it: "[the US,] in a free-from-worry way, accepts double standards")
Diff:
- 安然 安然 [an1 ran2] /safely/peacefully/at a rest/
+ 安然 安然 [an1 ran2] /calmly/without qualms/free from worry/safe and sound/
