The expression is "give voice to (sth)", not "give voice".
But that doesn't match the usage of 出声.
Oxford: give voice to
"Allow (a particular emotion or opinion) to be expressed."
e.g. ‘I thought of myself as being a means to give voice to the Native community.’


Ex:
鼓勵大家出聲,表達不平。
encouraging everyone to speak out against things they feel are unfair.

漆器予手的感覺卻是輕柔,近耳旁亦幾不出聲;
On the other hand, lacquer ware is soft to the touch, and makes virtually no sound.

心裡的恐慌逼得自己出聲:『阿嬤!』
