As GIO Director-General Chen Chien-jen stresses: "It is our teenagers who are harmed most by the epidemic of pornography and violence." Chen says that the government will continue working alongside NGOs such as the Committee of Mothers for Monitoring the Media, and the Garden of Hope Foundation, while the Directorate General of Telecommunications, the National Police Administration and the Ministry of Justice will maintain a concerted drive to "combat pornography and violence in the long term through the triple approach of 'self-regulation, public monitoring and the law.'" Aside from the risk of losing sight of their true function, Taiwan's NPOs also currently lack transparency. External discipline of them lags behind, Ku Chung-hwa explains, and they lack self-discipline. The 1989 amendment to the Civil Association Act has begun to prove inadequate. On the external discipline front, the National Youth Commission has produced the "Draft Plan for Non-Profit Organization Development," in an effort to nip potential problems in the bud. The draft has already been submitted to the legislature, which is considering its integration into the Civil Associations Act as an amendment. As well as abolishing the legal distinction between associations and foundations, and redefining the term NPO, the draft also seeks to lower the threshold for becoming an NPO, while also increasing the amount of regulation on NPOs by, for example, establishing an authorization mechanism and making NPO financial details available to the public. Joyce Yen Feng, a professor in the Department of Social Work at National Taiwan University, has long been interested in the development of NPOs and accountability issues. She says that ideally demands for accountability and public-mindedness from NPOs should be jointly overseen by four forces: each organization's own independent, autonomous board; NPOs' collective self-regulatory mechanism; government policy and legislation; and a proactive media. At the same time, she argues that, to prevent excessive legislation from weakening the idealism and self-regulatory power of the NPOs, government regulation should remain merely a supplemental framework. |
