1) [Bei3 piao1] --> [bei3 piao1]

Just because one of its two morphemes means "Beijing" it doesn't mean that the whole word is a proper noun and that it should start with a capital letter.

北京 is a proper noun, but 北漂 isn't.
北漂 often isn't even a noun -- it's used as a verb. See below.

Similarly, in English, many words (like chauvinism, to lynch, bougainvillea etc) are derived from proper nouns but are not proper nouns themselves and are not capitalized.

It's spelled běipiāo in K, NC, NA and PLC.

2) It's a verb -- LA K NA NC.

3) Example where the meaning has become generalized from "Beijing ('northern capital')" to just "north".
This also illustrates its use as a verb.
来自瓜地马拉、萨尔瓦多与宏都拉斯的移民,为了追求更好的生活成群结队北漂,吸引新闻媒体大肆报导。减缓从墨西哥入境美国的移民人数,已成为美国总统川普政府的施政重点。
Diff:
- 北漂 北漂 [Bei3 piao1] /migrant worker living and working in Beijing without a residence permit/
+ 北漂 北漂 [bei3 piao1] /to migrate to Beijing in search of better job opportunities/migrant worker living and working in Beijing without a residence permit/
