1. it's verb
GF
TP ~ 她不僅全勤,...

2. doesn't mean "full-time"
It could presumably apply to a part-time worker if they have no absences.

3. It's not necessarily "work" -- could be school, for example.
從國中補校到高中補校,整整六年吳榮賜都保持全勤。
"Wu spent six years getting his junior and senior high school education, and during that time managed to maintain a perfect attendance record."

4. It has a 2nd sense (GF).

-------------------------------

TP
擔任國大代表七年間,她不僅全勤,也不曾就近在陽明山泡過溫泉,
As a seven-year member of the National Assembly, not only did she have a perfect attendance record, but she never even stopped for a dip in the hot springs just down the mountainside from the National Assembly's Yangmingshan headquarters,
Diff:
- 全勤 全勤 [quan2 qin2] /full-time attendance at work/
+ 全勤 全勤 [quan2 qin2] /(of an individual) to have a perfect attendance record/(of a group) to have no absentees/
