眉尖是眉毛开始的地方 / 眉尖 refers to the place where 眉毛 begins. Where the eyebrows begin.

1) "眉尖是眉毛开始的地方"
Really? Where does that come from? There is no such sentence on the Internet, according to Google. There is, however, the following statement:
眉头就是眉毛开始的地方。

But 眉头 refers to the end of the eyebrow nearest to the nose, which is the *other end* of the eyebrow from the 眉尖.

I would call 眉尖 the "*outer* tip of the eyebrow" (since "tip of the eyebrow" could refer to either end of the eyebrow).

Well, 眉尖 does have this meaning sometimes, especially in discussions of beauty. If you look at Google images you can see lots of pictures for this sense.

2) Usually, 眉尖 does *not* refer to the outer tip of the eyebrow, however.
HDC defines 眉尖 as 双眉附近处。
For example, that's what it means in expressions such as:
眉尖儿有点皱了 "a slight frown was beginning to appear on his face"
皱紧了眉尖 "his brows were knitted in a deep frown"
觉得有露水打落在眉尖上。 "drops of dew crystallised on out brows"
又是眉尖深锁 "a worried look returned to her face"

For this more common sense of 眉尖, our present definition "eyebrows" is actually pretty accurate.
