I don't think "know" is a good gloss.

If you "know" sth at a given point of time, then you also knew it for a while prior to that.
If you 得知 sth, it means you did *not* know it prior to that point.

TP ~ 目前申請服務的老人,都是透過報紙、廣播得知的。
Those old folk now applying for help all learned about the organization through newspapers or broadcast media.

- 得知 得知 [de2 zhi1] /to find out/to know/to learn about/
+ 得知 得知 [de2 zhi1] /to find out/to learn of/
