Editor: The Baike reference says it's a self-contained expression, not an adverb like "fortunately".
It also gives examples of multiple poems by Cao Cao in which the expression is used -- not just one poem.

Examples of usage where it's an allusion to Cao Cao:
这个过程中发生了很多令人难以忘记的事情,其中有一件事情,赵琳每回想起来都会觉得幸甚至哉。
