Not really satisfied with our current definition.
"onlooker sees clear" is ungrammatical, for one thing.

Example:
你调查过了就好。下次带出来,我帮你参谋参谋。不是说旁观者清吗?我怕你陷在爱情的漩涡里,什么都看不清。
As long as you've looked into him, it's OK. Next time, bring him out with you and I'll give you my two bits. Don't people always say that people on the sidelines see things most clearly? I'm afraid that you've gotten caught in love's grip. You're not seeing anything clearly.
Diff:
- 當局者迷,旁觀者清 当局者迷,旁观者清 [dang1 ju2 zhe3 mi2 , pang2 guan1 zhe3 qing1] /The person on the spot is baffled, the onlooker sees clear (idiom). The onlooker sees more of the game./
+ 當局者迷,旁觀者清 当局者迷,旁观者清 [dang1 ju2 zhe3 mi2 , pang2 guan1 zhe3 qing1] /an outsider can see things more clearly or objectively than those involved (idiom)/
