Dictionaries and usage suggest that
1. "powerful wind" is 'literary' not 'literally'
2. 雄风 is a noun, not an adjective as "awe-inspiring" implies, and is rarely if ever used attributively.
Wikt for example says "awe-inspiring grandeur; majestic demeanor"
