Capital letters for East and West suggest that we are talking about Asia and the Western World.
Based on what Mao wrote, I don't think that's correct; it's just generic eastern parts & western parts.

Mao as quoted in HDC:
中国 是一个大国--‘东方不亮西方亮, 黑了南方有北方’, 不愁没有回旋的余地。

K uses lower case in its definition ("east" and "west").
Diff:
- 東方不亮西方亮 东方不亮西方亮 [dong1 fang1 bu4 liang4 xi1 fang1 liang4] /if it isn't bright in the East, then it is bright in the West (idiom)/if something doesn't work here, it might work somewhere else/
